The 2025 study shows that learning processes remain one of the weakest aspects of organizational culture in the Bulgarian public administration. While the overall score has remained stable, it is consistently below the benchmark of Western organizations. The main weaknesses include limited experimentation, insufficient data collection, weak analytical practices, and inadequate knowledge transfer.

Although formal training is provided, there is little support for informal learning and the practical application of acquired knowledge. Leadership also requires improvement, particularly in fostering a learning culture, encouraging critical thinking, and supporting evidence-based decision-making. Overall, the findings suggest that Bulgarian public institutions need stronger leadership, greater openness to innovation, and more systematic learning practices to become effective learning organizations.
