The Institute of Public Administration has signed a contract for the direct provision of 100% non-repayable financial assistance under the Technical Assistance Program 2021-2027 for the implementation of Project No. BG16RFTA001-1.002-0001, entitled "Academy for EU Funds: Development and provision of systematic horizontal transfer of knowledge and training for the effective use of ESIF and ESMF".

The total amount of the project is 7,993,893.25 BGN, with 6,598,793.04 BGN funded by European Union (ERDF) and 1,395,100.21 BGN - National funding. The project will last 71 months and will be implemented between February 1, 2024, and December 31, 2029.

The project aims to enhance and strengthen the administrative capacity of staff in the ESIF and ESMF management system, in administrative structures responsible for enabling conditions, and in administrative structures that are applicants and beneficiaries under the programs, including that of IPA staff.

Through the planned project activities, a systematic horizontal transfer of knowledge and training for the effective use of the ESIF and the ESF will be developed and ensured, a platform for cooperation, interaction, and exchange of experience between employees of the System will be created through the formation of specialized professional networks, and a core of highly qualified experts will be created to multiply the acquired knowledge in the individual structures of the System. This will be achieved through the main activities of the project:

  • Activity 1 Development and implementation of face-to-face and e-learning horizontal training modules;
  • Activity 2 Professional networks - Formation of specialized professional networks to stimulate the exchange of experience and good practices;
  • Activity 3 Conducting master classes - the final stage of accumulating knowledge, professional competence, and practice, and acquiring optimal and comprehensive knowledge of the processes of coordination, management, and control of EU funds.

In 2024, an analysis of training needs in the field of ESIF/EFSI 2025-2027 was conducted.
