Over the last decade, eLearning as a phenomenon in its various forms and aspects has developed with exceptional dynamics in various educational institutions - universities and colleges, business organizations, centers for continuing professional and career development, including in public administration training institutions in a number of European countries.

Bulgaria established cooperation with OECD in the early 90s of the 20th century, with the interaction taking place through the participation of the countries in separate working bodies of the organization and within the framework of separate thematic initiatives and programs. The country is an active participant in the OECD regional program for South-Eastern Europe and engages in its statistical and information reporting systems.

The Engagement Barometer is a national survey of the attitudes of civil servants, which is being conducted for the fourth consecutive year. The Barometer is a tool to assess the satisfaction and engagement of civil servants. The fourth survey on the attitudes of civil servants was conducted from 13 to 27 June 2022 by a team from the Institute of Public Administration. A total of 8610 employees participated in the 2022 survey in Bulgaria, which is 38.8% more than last year.

The 2021 survey was conducted between October and November 2021. 81 administrations participated, significantly more than in previous surveys. All respondents completed the questionnaire anonymously via the IPA online platform. Data collection was completed in November with almost 3,000 people completing the survey.

The OECD Diagnostic Scan of Bulgaria assesses the country’s regulatory management capacity by taking stock of regulatory policies, institutions and tools, describing trends and recent developments, and identifying gaps in relation to good practices.

The current analysis systematizes information on the regulations, the structure of the executive authority and the good practices used in the public sector of different countries. It also provides specific recommendations for possible improvements in the central administration of the Republic of Bulgaria.
