Сборникът с добри практики в дейността на администрацията за 2021 г. включва 47 находчиви инициативи на българските институции, разделени в категориите: „Управление на хора“; „Технологични решения за открито управление и административно обслужване“ и „Социална отговорност“. През 2021 г. се наблюдава ръст на представените практики в категорията „Технологични решения за открито управление и административно обслужване“.

This analysis, for the first time in modern history, examines if the regulatory policy in Bulgaria has contributed to the economic growth and whether the regulatory management system has improved after the launch of the regulatory reform in 2016. It also presents recommendations for the introduction at the national level of the most efficient approaches and practices from the European Union and the world.

Over the years, the CAF has evolved and grown to become the well-known quality model for the public sector that it is today.

This document will serve as a response to the emerging challenges and as a guideline to make the model stronger and more sustainable.

Проучването през 2021 бе осъществено в периода октомври– ноември 2021 година. В него взеха участие 81 администрации, значително повече отколкото в предходните изследвания. Във всяка администрация на случаен принцип и съгласно предварително установени квоти, бяха определени служители на експертна и ръководна длъжност от общата и специализираната администрация, които да попълнят въпросника. Целта на квотите бе да се осигури представителност на изследването за цялата българска администрация.

On 18 December 2006, with a Recommendation of the European Parliament and the Council of the EU on key skills, digital competence was recognised as one of the 8 key competences for lifelong learning by the European Union. In 2010, the European Commission's European Strategy 2020 recognized digital competence as a fundamental basic skill. In 2013, the European Commission published the European Digital Competence Framework for Citizens, also known as DigComp, which offers a tool to assess and improve citizens' digital competences.

On November 4, 2016, regulatory reform in Bulgaria was launched with the introduction of regulatory impact assessment (RIA) and public consultations in a structured form, integrated as imperative mechanisms in the national legislative process.

За четвърта поредна година излиза докладът с данни от проучването на административния капацитет за добро управление на държавната администрация в Република България и с изчисления на нивото на Индекса на административния капацитет за 2020-та година.
