The Institute of Public Administration (IPA) has extensive experience in the participation and implementation of administrative projects with both national and international funding, regularly collaborating with partners in the EU to successfully realize projects. These include the French National School of Administration (ENA), European Institute of Public Administration (EIPA) and the Institute of Public Administration in Dublin Ireland.  

IPA has successfully carried out three projects under the Phare Programme of the European Union (EU), namely to build the Institute of public administration (IPA)for training of minority groups and for the development of competencies of senior executives in the period 2001-2006.

Project CAF

Improving the efficiency and quality of local and national administration through the introduction of the Common Assessment Framework (CAF) as an instrument for self-evaluation and quality management, - Funded under Operational Programme “Good Governance”, co-financed by the European Union through the European Social Fund

Support for Public Administration Capacity Building in Turkmenistan

Project aims to modernise Turkmen Public Administration in line with European and international standards, through the sharing of IPA’s technical skills and knowhow with our equivalent institution in Turkmenistan, building their capacity to train and provide professional development for civil servants in Turkmenistan. 

Completed Projects

As a beneficiary, the Institute of Public Administration has successfully implemented the following projects:

• ‘Building the Institute of Public Administration’s capacity to research new training methods applying modern, innovative European practices in good governance’ - Implemented with the financial support of the Operational Programme “Administrative Capacity”, co-financed by the European Union through the European Social Fund
• ‘Improving the professional skills and qualifications of employees in the Bulgarian public administration through training at the relevant institutions of EU member states’- Implemented with the financial support of Operational Programme “Administrative Capacity” co-financed by the European Union through the European Social Fund

As a partner, the Institute of Public Administration has collaborated on the following projects:

• "GeoPromotion - joint framework for the provision of standardized services to Geotechnical engineers for e-training on natural risks - civil protection and for promoting access to the labour market" - Implemented with the financial support of the Operational Programme for European Territorial Cooperation between "Greece and Bulgaria 2007-2013".
• "Transfer of innovation in methodologies for training employees in the EU: Continuing joint training methods" -  Funded by the Leonardo Da Vinci Programme of the European Social Fund
• “Increasing the knowledge and awareness of civil servants working with European legislation” - Implemented with the financial support of the Operational Programme “Administrative Capacity” co-financed by the European Union through the European Social Fund
• “Training employees of Bulgarian state administration to work effectively with the EU institutions” - Implemented with the financial support of Operational Programme “Administrative Capacity” co-financed by the European Union through the European Social Fund.
