This paper presents the first of its kind national survey that measures the readiness of the public administration in Bulgaria to implement artificial intelligence (AI). The index was developed by the Institute of Public Administration (IPA) to provide an objective basis for assessing, monitoring and planning strategic actions in the field of digital transformation and innovation in the public sector. The index is a tool for both analysis of the current state of the administration and for self-assessment, through which the public administration can plan policies, training and resourcing for capacity development and track its progress over time.
